Powers of the Chief Executive Councillor (s.11, s.26): maintenance of the records of the General Council; general responsibility for financial and executive administration; administrative supervision and control over officers and employees of the Council and of officers placed at its disposal; allocation of business among the Executive Councillors.

Executive Council (s.23–25): the executive powers of the General Council vest in the Executive Council; it is collectively responsible to the General Council; it meets at least once in every three months.

General Council meetings (s.12, s.14): at least once in every three months at the headquarters; quorum is one-third of the members.
