Departments & Functions

The Council’s executive functions are those enumerated in section 17 of the Kamatapur Autonomous Council Act, 2020. The subjects below are grouped for convenience of presentation; the statutory wording is quoted, with the relevant clause of section 17 shown against each subject.

Only subjects listed in the Act are shown. Functions not enumerated in section 17 can be entrusted to the Council by the Government under section 20.

Planning, Regulatory and Financial Powers

Development Planning (s.18)

  • Formulate integrated development plans for the Council area.
  • Implement schemes and programmes for the development of the Council area.
  • Regulate trade and commerce within the Council area in accordance with existing laws.

Levies and Fees (s.19)

  • Tolls on persons, vehicles or animals for the use of bridges, roads (other than kacha roads) or ferries constructed and managed by the Council.
  • Fees and rates such as registration fees for boats or vehicles, fees for licences, water rates and lighting rates, subject to the maximum rates prescribed by the Government and subject to the exceptions in s.19(2).

Bye-laws (s.22)

The General Council may, with the approval of the Government, make bye-laws applicable within the Council area in respect of any of the matters enumerated in sections 17 and 18, for their regulation, control and administration. Bye-laws take effect upon publication in the Official Gazette.

Budget and Accounts (s.43–45)

The General Council prepares an annual budget of estimated receipts and disbursements and submits it to the Government for approval in the manner prescribed by the Act, together with supplementary estimates where required.
